Moratorium on Water Supply and Sewerage Development charges

Wingecarribee Shire Council will immediately commence a process which is intended to allow a three month moratorium on the payment of Water Supply and Sewerage Development Servicing Charges.

The moratorium would be applicable to rates levied against development consents determined before 15 September 2017.

The decision follows the passing of a proposed amendment by a majority of Councillors at Wednesday evening’s (13 December) Ordinary Meeting of Council.

The decision allows those consent holders who have been requested to pay a Water Supply and Sewerage Development Servicing Charge to pay these monies using the old rates for a restricted period of time.

This decision only applies to those development consents approved prior to 15 September 2017.

The required Amendment to the Water Supply and Sewerage Development Servicing Plans will go on public exhibition from 17 January 2018 until 15 February 2018.  After this time a further report will be presented to Council for adoption, which is anticipated to be on 14 March 2018.

The new Development Servicing Plan charges for water and sewerage services were adopted by Council in July 2017 and came into effect on 15 September 2017.

The new rates for Water Supply Developer Charges stand at $10,752 while the Sewerage Charges amount to $10,424.

“It must be stressed that this intended savings provision for Development Servicing Charges only applies to development consents issued prior to 15 September 2017,” said Council’s Deputy General Manager Corporate Strategy and Development Services, Mark Pepping.

“All development consents issued since 15 September will remain subject to the new charges as adopted by Council.”

Consent holders who have already paid the new rates for a development approved prior to 15 September 2017 should contact Council to discuss the possibility of receiving a partial refund.

Due to legislative requirements, for the interim period, consent holders of old development applications cannot pay the old rates until the moratorium period is officially in place.  This formal adoption by Council is anticipated to take place in March 2018.
